Kaduna Govt Inaugurates 14-Man Committee For APPEALS Project

KADUNA, North-West, Nigeria -The Kaduna State Government, on Friday, has inaugurated a 14-man Grievance Redress Committee, (GRC), for its Agro-Processing, Productivity Enhancement and Livelihood Improvement Support Project, (APPEALS).

The event chaired by the Deputy Governor, Dr. Hadiza Balarabe, also unveiled the Grievance Redress Mechanism (GRM) Toll Free Number 0800APPEALS (2773157), to serve as a dedicated channel of reporting grievances in the course of the project implementation in the state.

In her remarks, Dr. Balarabe said the Committee is an important element needed for the successful implementation of APPEALS in the state.

According to her, Kaduna State is glad to collaborate with the World Bank towards driving its goal to transform the economy of the state through development of agricultural sector, to transit agriculture from subsistence to commercially viable and market-oriented business.

“The Project targets 10,000 direct and 50,000 indirect beneficiaries in various segments of the value chains. Each of the value chains has high potentials for market driven sustainable development in the state.

“The APPEALS Project is a needed impetus to improve agricultural production, ensure food security, job creation and economic development in beneficiary states and the country.

“As a critical component of this project, this Grievance Redress Committee will provide a mechanism for quick intervention in resolving any dispute and challenges that may affect the implementation of this laudable programme that seeks to change the fortunes of thousands of beneficiaries in the state,” she said.

The Deputy Governor thanked the former Chief Judge of Kaduna State, Justice Tanimu Zailani, and other 14 members for accepting to serve in the committee.

In his acceptance speech, the Committee Chairman, Justice Zailani, thanked the State Government and all concerned for the appointment and assured that the committee would work for the success of the project.

Speaking earlier, Permanent Secretary, Ministry of Agriculture, Sabiu Ismail, said the GRC is expected to among others; “Review complains received and provide mediation to resolve the issues; identify outstanding complaints and recommend referrals; and keep records of complains, resolutions and extract lessons learnt.”

The APPEALS is a World Bank project committed to enhancing opportunities for grievance redress, collaborative problem solving and alternative resolution.
